Full-time, On-site Director of Finance & Human Resources at Central Library (Harrisonburg)

Massanutten Regional Library (MRL) is seeking a full-time employee to fill the position of Director of Finance & Human Resources at the Central Library in Harrisonburg, VA. This full-time position works under the direction of the Library Director and is responsible for management of the payroll, accounting, and human resources functions. This position is on-site at Central Library with occasional travel to other library branch locations.

Responsibilities:

Specific duties include, but are not limited to, the following:

Management and Leadership

  • Serves on the Administrative team and attends evening Board of Trustees meetings
  • Participates in the near-term and long-range planning of library services as part of the team
  • Trains and supervises the office manager
  • Oversees office manager duties such as payroll preparation and accounts payable

Finance and Accounting

  • Prepares general ledger entries, bank reconciliations, and financial statements
  • Prepares financial records and schedules for annual audit and serves as primary contact with the auditor during the audit
  • Maintains the general ledger of accounts and advises Library Director of status of financial accounts
  • Uses accounting software to maintain records and provides financial records to the Library Director as needed
  • Prepares the annual budget and analyzes budget against revenues and expenditures on a regular basis
  • Prepares all state aid documents, monthly statistics, and the annual Bibliostat report
  • Works evenings and/or weekends as needed to meet deadlines

Human Resources

  • Under the direction of the Library Director, responsible for guidance to staff for recruitment, hiring, and general personnel management
  • Maintains job descriptions and employment records
  • Responsible for employee hiring, onboarding, and managing benefits
  • Assists new employees to complete proper forms, enroll in appropriate programs, and understand personnel policies
  • Keeps current on regulatory requirements
  • Serves as an information resource on personnel matters to staff and supervisors
  • Provides necessary forms for all human resource transactions and keeps information current
  • Analyzes questions and problems and provides training materials when necessary
  • Supervises the preparation and maintenance of personnel and leave records

Other Knowledge and Skills:

  • Standard knowledge and skills to use office software for office and library applications
  • Thorough knowledge of accounting principles, QuickBooks, accounts payable, payroll and general ledger functions
  • Knowledge about the Virginia Retirement System and associated benefits
  • Math and problem-solving abilities
  • Able to effectively set priorities and meet deadlines
  • Ability to work independently, organize and prioritize work, respond to varied/changing work demands and to make decisions as required
  • Ability to handle sensitive and confidential information appropriately
  • Ability to communicate effectively orally and in writing and follow both written and oral instructions
  • Ability to provide leadership to a diverse team
  • Ability to effectively and positively represent the library before community groups and the public, consistent with the library's vision, mission and strategic plan
  • Ability to establish and maintain effective working relationships with others 
  • Honesty, integrity, ability to maintain confidentiality and responsible stewardship of library resources 

This job requires

  • Reliable and satisfactory attendance 
  • Talking on the phone  
  • Sitting at a desk for prolonged periods of time 
  • Using a computer which requires repetitive wrist, hand and fingers motion and extensive screen time 
  • Handling a high volume and steady flow of work

Occasionally, this job requires: 

  • Driving during the day and/or night
  • Physical effort in the handling of materials, boxes, carts and equipment
  • Lifting up to 25 lbs.

Minimum Qualifications:

  • Bachelor’s Degree in finance, accounting, human resources, business administration or related area (or equivalent experience)
  • Four years of office management experience
  • One year of human resources generalist experience
  • One year accounting or bookkeeping experience
  • Current and valid driver’s license

Candidates must have the ability to complete a thorough education, employment, and/or criminal history check as a post offer requirement.

About MRL:

Massanutten Regional Library operates as a private nonprofit regional library system. We have seven library branches that serve the City of Harrisonburg and Page and Rockingham Counties. We offer health, dental & vision coverage, 9 paid holidays and 2 personal days per year, accrual of 12 days of vacation leave per year, additional sick leave, participation in the Virginia Retirement System, and parking.
