Massanutten Regional Library Accepting Proposals to Provide Housekeeping/Janitorial Services

Massanutten Regional Library is accepting proposals from qualified firms to provide Housekeeping/Janitorial Services. We invite your firm to submit a proposal to us by January 31, 2026 for consideration. If accepted, this proposal would lead to an annual contract that would begin on July 1, 2026.

Background:

Founded in 1928, Massanutten Regional Library is a seven-branch system that serves over 160,000 residents in Harrisonburg, Page County, and Rockingham County. As a 501(c)(3), nonprofit organization we are funded in partnership with these localities and through the generosity of our patrons.

Service Requirements:

Your proposal is expected to cover the following services:

1. Daily (6 times per week) housekeeping at our Central Library (Harrisonburg) facility. Housekeeping tasks may be completed after hours. Current hours of operation are 9am -8pm M-Th; 9am-4pm Fri-Sat; closed Sundays.

2. Daily tasks include:

  • Mopping hard surfaces in public spaces (e.g. restrooms)
  • Vacuum carpeted surfaces in public spaces
  • Emptying garbage in public and staff spaces
  • Cleaning restrooms throughout public and staff spaces

3. Weekly tasks include:

  • Dusting flat surfaces throughout public/staff spaces and public staircase
  • Mop ground floor kitchen
  • Mopping staff lounge
  • Detail cleaning in public restrooms (e.g. corners, edges)
  • Vacuum CYC and staff spaces
  • Empty basement trash

4. Monthly or quarterly tasks include:

  • Dusting bookshelves plaques, decor
  • Cleaning book sale room

5. As needed tasks include:

  • Wiping down glass doors and elevator doors/buttons
  • Clean basement area

Optional: you may optionally respond to provide weekly housekeeping services at the following branches as well. If including, please provide quotes that provide line items to include both Central Library and these branches, all located in Rockingham County:

Elkton Community Library (approximately 1200 sq. ft.): 106 N. Terrace Avenue, Elkton, VA 22827

Grottoes Library (approx. 1000 sq. ft.): 601 Dogwood Avenue, Grottoes, VA 24441

North River Library (approx. 5,000 sq. ft.): 118 Mt. Crawford Avenue, Bridgewater, VA 22812

Village Library (approx. 5,000 sq. ft.): 175 N. Main Street, Broadway, VA 22815

Additional responsibilities/notes: 

The Central Library is approximately a 30,000 square foot facility, with janitorial storage closets included on the ground floor and second floor levels.

On weeks when there is a holiday closure, cleaning shifts could be skipped, or quarterly/as-needed tasks could be completed.   

MRL pays for all cleaning supplies and equipment. If you have specialized equipment we may be able to provide additional storage.

No housekeeping tasks are required outside the library buildings or on the grounds. Trash removal to the curb can be negotiated following bid acceptance and does not need to be considered as a part of your submission.

MRL will notify housekeeping firm of any inclement weather or unexpected closure; we also publicly list closures on WHSV.

While this would begin as an annual contract, please list in your response any increases you require if the contract were to be renewed.

Evaluation of Proposals:

The Library Administrative Team will evaluate proposals on a qualitative basis. This includes a review of the firm’s submission and related materials, results of discussions with other clients, and the firm’s completeness and timeliness in its response to us.

RFP key dates are as follows:

December 31, 2025: If you would like to request a tour of the space, please do so by this date.

December 31, 2025: Any questions must be submitted to key personnel.

January 31, 2026: All submissions must be completed.

February 28, 2026: Goal date for all submissions to be evaluated and firms notified.

July 1, 2026: contract based on submission planned to be executed if accepted.
